SS/SCS/SJR 23 - This proposed constitutional amendment, if approved by the voters, excludes partial terms from the calculation of term limits for members of the General Assembly, when the member has been elected to finish the remaining part of a term created by a vacancy.

Currently, members cannot be elected to serve more than eight years in any one chamber of the General Assembly. Consequently, a Senator elected to fill a vacancy can only be elected for one full term. A Representative elected to fill a vacancy can only be elected to fill three full terms.
