Current Bill Summary

SB 512 - Under current law, the "hold harmless" payment provision of the state school aid formula guarantees that a district receives no less than the 1992-93 formula payment amount per pupil from the combination of the Line 14 At-Risk categorical payment and the basic formula payment. This act revises the "hold harmless" provision to provide that all districts will receive the Line 14 At-Risk categorical separately from the hold harmless payment, while the hold harmless payment will be made using the basic formula payment only. The act also reduces the hold harmless amount by basing it on the amount of formula revenue received in 1992-93 less the added entitlement under the 1992-93 formula due to Aid to Families with Dependent Children (AFDC) eligible pupils and orphan pupil count, which the line 14 categorical replaces.
