FISCAL ANALYSIS

ASSUMPTION

The Joint Committee on Public Employee Retirement has reviewed this proposal and has

determined it does not represent a "substantial proposed change" in future plan benefits as

defined in section 105.660(5), RSMo.

Officials of the Office of Administration assume any fiscal impact would be determined by the

Kansas City Police Retirement System.

Officials of the Kansas City Police and Civilian Employees' Retirement Systems assume the

proposal would have no fiscal impact to either system.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION

The proposal would allow certain members of the Civilian Employees' Retirement System of the

Police Department of Kansas City to become eligible to be compensated for a supplemental

retirement health insurance benefit on August 28, 1998 (current law specifies August 28, 1996)

or at the time of appointment as a special consultant, whichever occurs later.

This legislation is not federally mandated, would not duplicate any other program and would not

require additional capital improvements or rental space.
