FISCAL ANALYSIS

ASSUMPTION

Officials of the City of St. Louis assume there would be no fiscal impact to the City as a result of this proposal.

Officials of the Missouri Association of Counties did not respond to a request for fiscal impact.

Oversight assumes that the proposal would have no fiscal impact on counties since it does not change the amount of handling costs to be collected by prosecuting or circuit attorneys for bad checks, but only requires that such funds may be expended only upon appropriation by the governing body of the county or the City of St. Louis.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION

The proposal would provide that administrative handling costs collected by prosecuting or circuit attorneys from persons passing bad checks could only be expended by the prosecuting or circuit attorneys upon appropriation by the governing body of the county or city not within a county.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
