FISCAL ANALYSIS

ASSUMPTION

Officials from the Office of Administration and Office of Governor assume this proposal will not fiscally impact their agencies.

Officials from the Department of Mental Health (DMH) stated Section 37.005 (7) RSMo, provides the authority for leasing state owned real property resides with the commissioner of the Office of Administration thus superseding and invalidating Sections 630.520 and 630.530. This proposal does not change existing policy for leasing state owned real property by the DMH and therefore has no fiscal impact.

FISCAL IMPACT - State Government FY 1999 FY 2000 FY 2001
(10 Mo.)
$0 $0 $0
FISCAL IMPACT - Local Government FY 1999 FY 2000 FY 2001
(10 Mo.)
$0 $0 $0

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION

This proposal will repeal Sections 630.520 and 630.530, RSMo, 1994 relating to the Department of Mental Health's right to lease unneeded land or facilities.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
