ASSUMPTION

Oversight assumes the provisions of this proposal allows for additional compensation for certain township officials. However, any increase above $6 per official per meeting, up to $25 per official per meeting, would be subject to approval by authorities of local townships.

Oversight assumes that by raising the limit on purchases requiring competitive bid, townships may experience slight fiscal impact. However, any estimate of impact would be speculative.

No direct fiscal impact to small business would be expected as a result of this proposal.

DESCRIPTION

This proposal amends section 50.660, RSMo., which clarifies that the law governing contracts would be applicable to counties and counties with a township form of government. All contracts would be executed in the name of the county as well as a township in a county with a township form of government.

This proposal raises the non-bid limit on purchases made by counties and townships from one thousand dollars to four thousand five hundred dollars.

This proposal sets a maximum limit on per diem for township officers. Officers could receive up to twenty-five dollars per day for the first meeting each month, and up to ten dollars for each meeting thereafter during the month.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
