FISCAL ANALYSIS

ASSUMPTION

Officials from Three Rivers Community College (TRCC) assume the future impact to TRCC would be nearly impossible to ascertain since it would be based on school districts. They state there are so many of them that would be eligible, and each one has to vote to join the district.

Officials from Moberly Area Community College assume the proposal would result in no fiscal impact to the college.

Officials from the Department of Elementary and Secondary Education (DESE) assume the proposal would have no fiscal impact on DESE or school districts.

Officials from the Coordinating Board For Higher Education (CBHE) assume the proposal is permissive and would expand the ability of community colleges (CCs) to expand their districts. CCs already have annexation privileges, and the proposal expands them. The history of CC annexation indicates a low level of expansion. At the state level, the state could make additional budget recommendations, if the CCs expanded. At the local level, CCs with expanded districts could have increased local tax revenues. CBHE officials state CC district expansion would require voter approval. The Oversight Division assumes CC expansion would result in increased state and local revenues, and increased tuition revenue and administrative costs for the additional students attending the CCs. Oversight assumes the state appropriations would be made only to the extent local revenue and tuition would not cover additional costs. Therefore, Oversight has included a net fiscal impact of zero for the community colleges. Because the expansions would require voter approval, Oversight assumes the fiscal impact would not occur earlier than FY 2000.

FISCAL IMPACT - Small Business

Small businesses could be fiscally impacted with tax levies for expanded community college districts.

DESCRIPTION

The proposal would allow school districts not adjoining or contiguous with an established and existing community college district to become part of an established and existing community college district, and the school district would not be required to be adjacent or adjoin the community college district. The subdistrict(s) in the area of the school district would not have to be contiguous with the subdistricts of the receiving community college district.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
