FISCAL ANALYSIS

ASSUMPTION

The Department of Revenue (DOR), Department of Public Safety (DPS) - Division of Highway Safety, and Missouri Highway Patrol do not expect to be fiscally impacted.

The Office of Administration (COA)-Head Injury Council does not expect an immediate fiscal impact as a result of this proposal.

Oversight assumes the proposal would eliminate the helmet requirement for motorcyclists over age 21 which could result in decreased fine revenues. However, such a decrease would be expected to be minimal.

FISCAL IMPACT - Small Business

This proposal would not have a direct fiscal impact on small businesses.

DESCRIPTION

The proposal would require any person under the age of twenty-one riding or operating a motorcycle to wear protective headgear.

This legislation is not federally mandated, would not duplicate any other program, would not require additional capital improvements or rental space and would have a minimal impact on total state revenue.
