FISCAL ANALYSIS

ASSUMPTION

Officials of the Office of Administration, the Department of Revenue, and the Department of Economic Development, Public Service Commission and the Office of Public Counsel assume this proposal would not fiscally impact their agencies.

The Missouri Association of Municipal Utilities, Springfield City Utilities, Columbia Water and Light, Independence Power and Light, and the cities of Columbia, Springfield, and Independence did not respond to our fiscal impact request. Oversight assumes that because this proposal prohibits cities from imposing additional license fees or taxes on electric companies doing work on equipment or facilities they own, it may result in a loss of revenues for some cities. The amount of this loss would be unknown.

FISCAL IMPACT - Small Business

This proposal would have a positive fiscal impact on small electric companies as it prohibits cities from imposing additional license fees or taxes on electric companies working on their own equipment.





DESCRIPTION

This proposal would prohibit any city from placing any tax or license fee on electric companies for doing work on their own telecommunications equipment or facilities on its own property, in easements or in rights-of-way of the company.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
