Department of Natural Resources (DNR) officials assume no state fiscal impact.

Officials of the Counties of Boone, Greene, Cole and Cass assume this proposal to be permissive and would have no local fiscal impact.

Officials of the Cities of Hannibal, Kansas City, Springfield, Poplar Bluff, Mexico, Kirkwood, Manchester and West Plains assume this proposal to be permissive and would have no local fiscal impact.

No direct fiscal impact to small business would be expected as a result of this proposal.

DESCRIPTION

Under current law, any municipality or county, upon voter approval, may impose a sales tax of up to 1/2 cent to fund local parks or storm water control projects. The revenue may be used for any local park or storm water control activity authorized by the governing body of the municipality or county. This bill allows the municipality or county to use such revenues for local parks outside the municipality or county if engaged in a cooperative agreement with another political subdivision pursuant to section 70.220 RSMo.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
