FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Health assume this proposal will not fiscally impact their agency.

Officials from the Department of Social Services (DOS) assume this proposal will not fiscally impact their agency. However, the DOS noted the proposal could increase the costs at daycare facilities as they may have to provide copies of documentation as requested. Oversight assumes the daycare facilities could provide copies of documentation at minimal expense.

The Department of Mental Health did not respond to our request for fiscal impact.

FISCAL IMPACT - Small Business

Small businesses (daycare facilities) would be expected to be fiscally impacted to the extent that they would incur additional administrative costs due to the requirements of this proposal. These costs would be expected to be minimal.

DESCRIPTION

This proposal will allow the Division of Family Services to require foster homes, residential care facilities, and child placing agencies to submit documentation if said facilities feel they should be exempt from licensure. Current law prohibits the Division to require such documentation from facilities believing to be exempt.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
