FISCAL ANALYSIS

ASSUMPTION

The Department of Transportation (DHT) assumes that this proposal would have a minimal positive impact which cannot be estimated.

The Department of Revenue (DOR) assumes that the fiscal impact resulting from this proposal would be minimal. According to the Civil War Battlefield National Foundation, it has a membership of 400. The DOR assumes that 10% would apply for the new plate. The number of new applications would be minimal; therefore, the increase could be handled with existing resources.

Due to the minimal number of applications for these plates, the DOR would expect to receive no measurable increase in revenue.

FISCAL IMPACT - Small Business

This proposal would not have a direct fiscal impact on small businesses.

DESCRIPTION

The proposal would allow a not-for-profit corporation foundation working in cooperation with and support of a federal civil war battlefield, and which is a unit of the National Park Service, to authorize the use of its official emblem to be applied to multi-year personalized license plates. Any contributions would be used for the purpose of promoting and supporting the objectives of the national battlefield park.





DESCRIPTION (continued)

Upon application and payment of a $25 emblem use contribution, an emblem use authorization statement would be issued by the foundation which would presented to the Department of Revenue (DOR) in order to receive personalized license plates. The emblem would not be used if the authorization statement is not submitted subsequent to the time of registration.

This legislation is not federally mandated, would not duplicate any other program, would not require additional capital improvements or rental space, but would have a minimal impact on total state revenue.
