ASSUMPTION

Officials from the Department of Health, the Department of Social Services - Division of Medical Services, the Department of Mental Health, the Missouri House of Representatives, and the Missouri Senate officials assume this proposal would not fiscally impact their agency.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION

This proposal would change the dates relating to the Certificate of Need law. The date at which the Missouri Health Facilities Review Committee would begin to again issue certificates of need is extended from July 1, 1999 to April 30, 2000.

This proposal would require that a written report be sent to the State Representative and State Senator for the district in which a nursing home or residential care facility is located, in cases involving noncompliance.

The proposal would also allow the Division of Aging to establish six pilot projects to provide the elderly who suffer from Alzheimer's disease or dementia with enhanced and specialized care.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
