FISCAL ANALYSIS

ASSUMPTION

Secretary of State (SOS) officials stated that this proposal would allow the SOS to establish in cooperation with the Federal Voting Assistance Program (FVAP), a pilot project for the purpose of permitting persons under the jurisdiction of the FVAP to receive and transmit registraton/ballot request and ballot voting to and from the voter and the election authority over the Internet. Officials assume this pilot program could be conducted with existing staff, however, officials assume that additional travel expenses for 4 trips to Washington D.C. and 3 trips to selected Missouri counties totaling $5,000 in FY99 would be required.

County Clerks of Cape Girardeau, Boone, and Cole Counties assume no fiscal impact to their counties.

Kansas City and the St. Loius County Board of Election Commissioners assume no fiscal impact

Oversight assumes selected counties would have minimal administrative impact, however, would not require additional FTE or equipment. Oversight assumes any fiscal impact could be absorbed by counties.

No direct fiscal impact to small businesses would be expected as a result of this proposal.





DESCRIPTION

This bill creates a pilot project to allow military and support personnel, merchant marines, federal employees working abroad, and family members of these persons to vote via the Internet. The project expires on December 31, 2000.

The bill contains an emergency clause.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
