FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Transportation and the City Administrator of Hannibal assume this proposal would not fiscally impact their agencies.

Oversight assumes this proposal is permissive and would expand the regulatory authority over billboards to all cities and would have no state fiscal impact. Local governments would have no fiscal impact without action of their governing body.

FISCAL IMPACT - Small Business

Small businesses that deal with billboard construction, erection, etc. would be expected to be fiscally impacted to the extent that they would incur additional administrative costs due to the requirements of this proposal. These costs would be expected to be minimal.



DESCRIPTION

This proposal would allow any city to regulate the height, spacing and lighting of billboards within the city. The regulations may be more strict than state law. The city would then be limited to $500 inspection fees on billboards. Current law is limited to cities having an engineer or similar official on the planning commission.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
