FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Conservation, the Department of Public Safety - Missouri State Highway Patrol, the Department of Corrections, the Department of Insurance, the Office of Administration, and the Department of Transportation assume this proposal would not fiscally impact their agencies.

Missouri Consolidate Health Care Plan (HCP) officials assume this proposal would require some administrative cost to the carriers which may be passed along in the premiums. However, HCP assumes any impact would be minimal.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION

This proposal would require health insurers to use a standardized form for the issuance of identification cards to the insured. The Department of Insurance would develop the standardized form in consultation with the insurers. The regulations would be issued by January 1, 1999, and insurers would begin using the form by that date.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
