FISCAL ANALYSIS

ASSUMPTION

Secretary of State (SOS) officials stated that this proposal would have no fiscal impact to their office, however, local elections authorities could have fiscal impact.

St. Louis County Board of Election Commissioners assume their equipment/computers have the capabilities to provide the requirements of this proposal and would have no fiscal impact.

Kansas City Board of Election Commissioners stated they currently provide a separate absentee vote count and assume no fiscal impact.

County Clerks of Boone, Cole, and Callaway counties assume some administrative impact in the form of extra time to tabulate absentee ballots separately. Officials assume impact to be minimal.

Oversight assumes fiscal impact to local election authorities to be minimal and fiscal impact on a statewide basis to be less than $100,000.

Some local authorities assume no fiscal impact while others estimate some minimal administrative impact due to the separate counting of absentee ballots. Oversight will show fiscal impact to be $0 to (Unknown).

FISCAL IMPACT - Small Business

No direct fiscal impact to small business would be expected as a result of this proposal.

DESCRIPTION

This act would require the reporting of absentee ballot results when the verification board issues a statement of election results.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
