FISCAL ANALYSIS

ASSUMPTION

The Platte County Treasurer stated that the provisions of this proposal would eliminate the costs of bonding and expenses for the road districts, and would not add any expenses to the county.

The Boone County Treasurer assumes no fiscal impact to their county.

Oversight assumes that County Treasurers who would serve as Special Road District Treasurers would realize some administrative impact from increased duties, however, of those Treasurers responding each has assumed impact to be minimal. For the purposes of this fiscal note, Oversight assumes no fiscal impact to County Treasurers.

DESCRIPTION

This act would allow the county treasurer to be the "default" treasurer of the special road district and clarifies the road district board of commissioners' ability to choose treasurers. The act also waives payment of a surety bond if the road district treasurer is the county treasurer.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
