FISCAL ANALYSIS

ASSUMPTION

Section 1: National Guard Land Conveyance

The Offices of the Governor (GOV) and Attorney General (AGO) assume no fiscal impact.

Officials of the Office of Administration-Division of Design and Construction assume no fiscal impact.

Officials of the Missouri National Guard-Office of the Adjutant General stated that the property to be conveyed was originally donated by the City of Osage Beach to the State of Missouri (Mo. National Guard) for the purpose of building a National Guard Facility. The agreement stipulated that if a facility were not constructed by the National Guard within five years, the property would revert back to the City of Osage Beach. Since the land to be conveyed was originally donated rather than purchased there would be no fiscal impact.

Officials of the City of Osage Beach assume no fiscal impact.

Section 2: Land Exchange St. Joe State Park

The Department of Natural Resources (DNR) assumes this proposal would require costs of approximately $340 to remark park boundaries and for boundary signs.

Oversight assumes the DNR would absorb the cost of remarking park boundaries and replacing signs.

According to the DNR, this property at the St. Joe Park was purchased with federal Land and Water Conservation Funds (LWCF). When land is taken out of the LWCF program, it must be replaced with an equal amount of comparable and compatible property. Because no appraisal has been completed on this property the value of the properties to be exchanged is unknown. However, Oversight assumes the value of the property will be equal to the value of the property exchanged resulting in $0 fiscal impact.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of this proposal.

DESCRIPTION

This bill would authorize the Governor to convey certain state property to the City of Osage Beach Missouri.

The bill also allows the Governor to convey certain property in St. Joe State Park to a private party. As compensation, the private party will convey certain property adjoining St. Joe State Park.

This legislation is not federally mandated, would not duplicate any other program and would not require additional capital improvements or rental space.
