The Senate met pursuant to adjournment.

President Pro Tem McKenna in the Chair.

The Chaplain offered the following prayer:

Heavenly Father, in Your sight no person is insignificant, too poor, too old or unimportant. We give to You praise that You care for each of us personally, that You know us better than anyone, even better than we know ourselves, and that You care for us. We bow in humility that the Heavenly Father knows each of us and loves us. Use us in Your work. Amen.

The Pledge of Allegiance to the Flag was recited.

A quorum being established, the Senate proceeded with its business.

The Journal of the previous day was read and approved.

Senator Quick offered the following resolution, which was read and adopted:

SENATE RESOLUTION NO. 3

BE IT RESOLVED by the Senate, that the Administrator of the Senate be and is hereby instructed to purchase and deliver to each Senator postage stamps not to exceed the value of three hundred twenty dollars ($320.00) and to take his or her receipt for the amount of postage stamps delivered, said stamps to be used by each Senator only for official business connected with his office, the expenses of same to be paid out of the contingent fund of the Senate.

Senator Kenney offered the following resolution, which was adopted:

SENATE RESOLUTION NO. 4

WHEREAS, the members of the Missouri Senate deem it appropriate to support those programs and initiatives which are designed to protect the lives of citizens in regard to healthcare issues; and

WHEREAS, St. Marys Health Center in Jefferson City will participate in Breast Cancer Awareness Month during October, 1997; and

WHEREAS, St. Marys Health Center hopes to arouse public awareness of the devastating nature of this dread disease which affects one out of every eight women in the United States; and

WHEREAS, in the state of Missouri alone, 3,400 women will be newly diagnosed as breast cancer patients during the year 1997; and

WHEREAS, St. Marys Health Center has enlisted the cooperation of community businesses, schools, churches, and clinics in an effort to help combat one of the leading causes of death among women; and

WHEREAS, those groups and organizations which will play a major role in this important October campaign will do so by displaying and distributing pink ribbons, the nationally recognized symbol of breast cancer awareness; and

WHEREAS, church and school bells will ring across the community at ten o'clock in the morning on the tenth day of the tenth month as a reminder to every woman age twenty or older to do monthly breast self exams (BSE) and women age forty or older to have an annual mammogram; and

WHEREAS, St. Marys Health Center will offer educational programs throughout the month of October in a continuing endeavor to help save the lives of many women residing in the Mid-Missouri area:

NOW, THEREFORE, BE IT RESOLVED that we, the members of the Missouri Senate, Eighty-ninth General Assembly, join unanimously in commending and applauding St. Marys Health Center for the aggressive manner in which it is striving to inform women of the potential danger to their lives and in wishing all of its physicians and staff tremendous success during Breast Cancer Awareness Month and in all future endeavors; and

BE IT FURTHER RESOLVED that the Secretary of the Senate be instructed to prepare a properly inscribed copy of this resolution for St. Marys Health Center, Peg Heckathorn, Outreach Cancer Educator.

Senator McKenna, joined by the entire membership of the Senate, offered the following resolution, which was read and adopted:

SENATE RESOLUTION NO. 5

WHEREAS, Carl Manning has covered Missouri government and politics for a decade, offering members of The Associated Press a veteran reporter's insight and perspective on the workings of their Capitol; and

WHEREAS, Carl Manning has been a reporter for The Associated Press, the world's largest newsgathering organization, since 1975; and

WHEREAS, Carl Manning's assignments with The Associated Press have ranged from statehouse coverage in Tennessee, Pennsylvania, and Missouri to international reporting from home bases in New York City and Mexico City to manhunts on the backroads and barstools of the Show-Me State; and

WHEREAS, Carl Manning cuts a distinctive figure in the Missouri Capitol, from the heavy step of his cowboy boots to his half glasses over which he peers at the targets of his lucid interviews; and

WHEREAS, Carl Manning's Tennessee twang disarms his interview subjects, allowing him to move in for the kill; and

WHEREAS, Carl Manning's first name appears to be "AP", given his hurried telephone greeting in the Capitol bureau of "APManning"; and

WHEREAS, Carl Manning is offering his services as an ambassador to settle Missouri's longstanding differences with the Jayhawk State by

transferring to The Associated Press bureau in the Kansas Capitol at Topeka:

NOW, THEREFORE, BE IT RESOLVED that we, the members of the Missouri Senate, Eighty-ninth General Assembly, join unanimously in a thunderous round of applause for Carl Manning to express our deepest gratitude for his years of faithful service as one of this state's finest reporters and wish him nothing but continued success as he crosses the border to Missouri's neighbor on the west to pursue the many challenges awaiting him in the exciting field of journalism; and

BE IT FURTHER RESOLVED that the Secretary of the Senate be instructed to prepare a properly inscribed copy of this resolution for Carl Manning, as a mark of our esteem for him.
