SCS/SB 430 - This act promotes local sentencing alternatives for certain offenders and provides certain victims access to the Crime Victims' Compensation Fund.

LOCAL SENTENCING: The Director of the Department of Corrections shall establish a program for offenders within correctional centers to involve such offenders in victim-oriented programs.

The Department shall encourage the establishment of local sentencing alternatives for offenders. These programs are intended to make offenders more accountable to their victims, reduce the cost of supervising such offenders and improve public confidence in the criminal justice system.

If a volunteer community board is established, the Department shall provide training to such volunteers in developing conditions of probation for offenders. Such conditions may include various types of restitution to the community. Such term of probation shall not exceed five years.

CRIME VICTIMS: Missouri residents who are victims of crimes of terrorism overseas, as defined in 18 U.S.C. 2331, may recover from the Crime Victims' Compensation Fund. This change is mandated by federal law.

This portion of the act contains an emergency clause.
