SJR 9 - The Constitution would be amended to include toll highways within the state highway system. The Highways and Transportation Commission is authorized construct toll roads and bridges, and it may convert existing free highways to toll highways. Toll highways and bridges may also be constructed and operated by a toll authority. No general revenue of the state may be pledged to satisfy bonds issued for toll facilities.
