HCS/SB 19 - This act pertains to the confidentiality of records held by certain state agencies and utilities.

UTILITY CUSTOMERS - The records of the accounts of utility customers may be kept closed. (HCS)

MOTOR VEHICLE RECORDS - The Department of Revenue shall keep a record of every document filed with it. Any personal information obtained by the DOR shall be disclosed to any person requesting it.

Missouri residents shall have the opportunity to close certain personal records maintained by the Department of Revenue. The records concerned include driver's identification numbers, social security numbers, name, address (except zip code) and telephone number. The Department of Revenue must inform individuals of their right to prohibit the disclosure of these records, both individually and in bulk.

EXCEPTIONS - Some exceptions are made where personal information may be disclosed pursuant to federal law. A general exception is also made to disclose records to persons for use in newspapers, books, or other communications media, provided the information is used in relation to motor vehicle operation or public safety.

STATE EMPLOYEES - Any state employee may prevent his or her home address and phone number from being disclosed by any state agency by providing a letter to the agency to that effect. (SA 2)
