SCS/SJR 14 - This joint resolution, if approved by the voters, would require that any delegation of legislative authority to make rules: (1) contain express reasons for the delegation; (2) provide limitations upon such delegation as appropriate; and (3) set the date upon which any new rules become effective.

The joint resolution would also, if approved, specifically authorize a citizen to petition the General Assembly for redress if an agency adopted a rule that is unreasonably burdensome or inequitable. The General Assembly may, upon a finding that such rule is in fact unduly burdensome or inequitable, annul such rule by concurrent resolution without presentation to the Governor.
