BILL SUMMARIES

TRULY AGREED

HJR 11 -- SEWER AND WATER WORKS

This proposed constitutional amendment allows cities, towns,
villages, and joint municipal utility commissions to issue bonds
for revenue-producing sewer works, if approved by voters. The
proposed amendment also deletes language requiring that water
works established by joint municipal utility commissions be
regulated by the Public Service Commission.

PERFECTED

HJR 11 -- BONDS FOR SEWER PLANTS (Leake)

This proposed constitutional amendment permits cities, towns or
villages to issue revenue bonds for revenue producing sewage
treatment plants. Currently, bonds may only be issued for
revenue producing water, gas or electric light works, heating
and power plants, airports, and certain other types of plants.
This resolution also removes water works from the entities
required to be regulated by the Public Service Commission as
public utilities.

FISCAL NOTE: Cost to General Revenue Fund of $63,000 in FY 1999.
