This proposed constitutional amendment permits cities, towns or
villages to issue revenue bonds for revenue producing sewage
treatment plants. Currently, bonds may only be issued for
revenue producing water, gas or electric light works, heating
and power plants, airports, and certain other types of plants.
This resolution also removes water works from the entities
required to be regulated by the Public Service Commission as
public utilities.
FISCAL NOTE: Cost to General Revenue Fund of $63,000 in FY 1999.

COMMITTEE ACTION: Voted "do pass" by the Committee on Budget
by a vote of 30 to 0.
This proposed constitutional amendment permits cities, towns or

PROPONENTS: Supporters say that this constitutional amendment
would allow rural sewer districts to be formed and for such
sewer districts to sell bonds.
Testifying for the bill were Representative Leake; Missouri
Rural Water Association; and the Rural Missouri Essential
Services Association.
OPPONENTS: There was no opposition voiced to the committee.
