Currently, a first class county including any part of Kansas
City (Jackson, Clay, and Platte) must establish a board of
election commissioners as the election authority.  This bill
allows Cass County, which contains part of Kansas City, to
maintain the county clerk as the election authority when it
becomes a first class county.
