This bill changes holidays for state employees by eliminating
February 12, May 8, and the second Monday in October.  The bill
adds the day after Thanksgiving as a holiday.  In addition, the
bill provides 2 days of personal leave per year for state
employees.

FISCAL NOTE:  Savings to All State Funds of $2,798,340 for FY
1998, $2,938,257 for FY 1999, and $3,085,169 for FY 2000.

COMMITTEE ACTION:  Voted "do pass" by the Committee on
Governmental Organization and Review by a vote of 5 to 4.

This bill changes holidays for state employees by eliminating
February 12, May 8, and the second Monday in October.  The bill
adds the day after Thanksgiving as a holiday.  In addition, the
bill provides 2 days of personal leave per year for state
employees.

FISCAL NOTE:  Savings to All State Funds of $2,798,340 for FY
1998, $2,938,257 for FY 1999, and $3,085,169 for FY 2000.

PROPONENTS:  Supporters say that this bill comes from
recommendations made by the Governor's Task Force on Total
Compensation.  State employees have better benefits than the
private sector.  Employees would only have a net loss of one
day.  The state could provide better service and save money.

Testifying for the bill were Representative Lumpe; Governor's
Task Force on Total Compensation; and Office of Administration.

OPPONENTS:  Those who oppose the bill say that dedicated state
employees deserve the extra days.  The days pay honor to great
people like Lincoln and Columbus.
