HJR 011 (Truly Agreed) Allows Voters of Any City to Sell Interest Bearing Revenue Bonds for Sewer Works
Bill Summary

HJR 11 - This resolution will place before the voters a constitutional amendment which, if approved, would allow a majority of voters of any city or incorporated town or village, and any joint municipal utility commission to sell interest bearing revenue bonds for revenue producing sewer works.

Article VI, Section 27 of the Missouri Constitution is amended to exclude water works from the type of operation that is required to be fully regulated as a public utility before a joint board may purchase or improve upon it.

The HJR would be submitted for voter approval at the November 1998, general election, or at a special election called by the Governor for this purpose.

This resolution is similar to SJR 7.
