HB 712 - This act modifies provisions regarding the preparation and counting of absentee ballots.

This act allows all ballot preparation to start not earlier than five days before the election. Currently, this restriction applies only to electronic voting systems.

This act also prohibits the counting of absentee ballots by the same persons who remove the ballots from their envelopes.
