HB 604 - The act allows school districts to transfer money from the teacher's and incidental funds to the capital projects fund to repay the cost of renovations which guarantee energy savings. No repayment shall be required from the school district until at least an equal total amount of energy and energy-related operating savings and payments from the vendor pursuant to the contract have been realized by the school district.

This act is the same as SCS/SB 189 from 1997.
