HB 542 - The Commissioner of Administration is authorized to enter into a contract with a developer for the design and construction of a minimum security correctional facility in Kansas City.

The Commissioner shall advertise for bids and shall select the proposal which provides the lowest and best proposal based on the pre-established criteria.
