HB 0521 (Truly Agreed) Elections Procedures for consolidating School Districts
Bill Summary

HB 521 - This act makes several changes in the procedures for school district consolidation elections.

Currently, a majority of the total votes cast is required to approve the creation of a new district. The act requires a majority vote in each district affected to create the new district.

A procedure is created for forming an interim board when the consolidation is declared on a timetable that makes an election difficult. Existing board members will continue to serve until July first, and seven members of the boards of the consolidated districts will be selected by lot by to serve until an election can be held. The drawing by lot shall be made under the supervision of the Commissioner of Education or a designee and approved by the State Board of Education. The number of members from each consolidating district shall not be more than seven divided by the number of consolidating districts, rounded down to the nearest whole number, plus one. At the regular election for the new school district, the seventh member will be elected to serve until the municipal election at which the majority of school districts elects three board members.
