                              FISCAL ANALYSIS

ASSUMPTION

Officials of the Office of Administration (OA) - Division of Purchasing and
the Department of Mental Health (DMH) stated that it would be difficult to
estimate a fiscal impact as a result of this proposal.

Officials of the Department of Elementary and Secondary Education (DESE)
assume that this proposal would result in minimal fiscal impact to the state.

Officials of the State Auditor's Office (SAU) stated that because the
language of the proposal would require their office to examine all records,
books and data of any qualified nonprofit organization for the blind at the
request of the Commissioner of Administration there would be no way to
estimate the fiscal impact to their agency.

Oversight would not anticipate any increased cost to the state as a result of
this proposal since the type of preference to be given would be a bidding
preference consisting of a five point bonus.  Oversight further assumes that
the SAU could initially absorb the costs of examining records, books and data
of those qualified nonprofit organizations for the blind as requested by the
OA Commissioner.  If however, after passage of this proposal, SAU received a
number of requests from the OA Commissioner so as to substantially increase
SAU's workload, Oversight assumes that SAU could pursue additional resources
through the normal budget process.

FISCAL IMPACT - Small Business

Small businesses could be fiscally impacted in the form of lost or gained
business as a result of this proposal if preference were given to qualified
nonprofit organizations for the blind.


DESCRIPTION

This proposal would require the Commissioner of Administration to give a
bidding preference consisting of a five point bonus on bids for products and
services manufactured, produced, or assembled by qualified nonprofit
organizations for the blind and in sheltered workshops holding a certificate
of approval from Department of Elementary and Secondary Education pursuant to
Section 178.920 RSMo.  It would also require the Office of the State Auditor
to examine all records, books and data of any qualified nonprofit
organization for the blind at the request of the Commissioner of
Administration.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
