ASSUMPTION

Officials of the Department of Economic Development - Public Service
Commission and Office of Public Counsel assume this proposal would have no
fiscal impact to their agency.

PSC officials stated that the language of the proposal is permissive.
However, if they did initiate and approve pilot projects as allowed by the
proposal, PSC officials assume that they could do so using existing
resources.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of
this proposal.


DESCRIPTION

This proposal would allow the Public Service Commission (PSC) to permit the
development of competition in the retail distribution of electrical service
by allowing the purchase of electric energy from suppliers other than the
owner of the facilities over which the electric energy was distributed.  It
would also allow the PSC to initiate and approve pilot projects not to exceed
two years to identify the risks and benefits of competition in the supply of
electric energy.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
