                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Office of State Courts Administrator (CTS) indicated they
would not anticipate any appreciable increase in criminal prosecutions.

Officials from the Department of Revenue (DOR) stated that any person who
applies to DOR for disabled placard or plates would be required to sign an
affidavit which states the applicant is disabled, owns a motor vehicle
operated 50% of the time by a disabled person or owns a motor vehicle used to
transport disabled persons.

Officials from DOR, Motor Vehicles Bureau (MVB) indicated that in FY96 MVB
processed 252,322 transactions that would be affected by the provisions of
this proposal.  MVB would expect to process 23,264 rejects in FY97, 14,694 in
FY98, and 14,987 in FY00.  MVB would develop an informational flyer to be
inserted with all disabled placard/plate renewal notices, and have expenses
for forms revision, forms, policies, and postage at an estimated cost of
$19,656 for FY98; $6,923 FY99; and $7,031 for FY00.

Field Services Bureau (FSB) stated that Missouri Statute requires an
"affidavit" to be notarized and that it would take one (1) additional minute
of processing time to complete all requirements associated with the
notarization of the affidavit.  Therefore, FSB requests one (1) Branch Office
Clerk for 50% of the time in FY98, FY99, and FY00.

Oversight believes that the MVB could comply with the provisions of this
proposal with existing FTE.  Forms revision, forms, policies, and postage
have been included in this fiscal note.  Oversight further believes that the
forms would be printed in a clear and conspicuous manner and would not
require a considerable amount of explanation, therefore FSB would not require
additional FTE.  Should this proposal create significant additional workload
that results in an inability to serve citizens within a reasonable amount of
time, it can likely be addressed through the budgetary process.

FISCAL IMPACT - Small Business

No direct impact to small businesses would be expected as a result of this
proposal.


DESCRIPTION

The proposed legislation would require all applicants for disabled license
plates must present an affidavit as to the use of the motor vehicles for
disabled persons.  Anyone falsifying an affidavit shall be deemed guilty of a
Class A misdemeanor.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
