ASSUMPTION

Officials of all agencies responding (see Sources of Information) stated they
would not be fiscally affected by this proposal.

Advertisement costs for the proposal would be $3,990 per newspaper column
inch for three publications of the text of the proposal, the introduction,
title, fiscal note summary, and affidavit.  The proposal would be on the
ballot for the November 1998 general election.

FISCAL IMPACT - Small Business

If the General Assembly authorized multi-year leases, small businesses could
be affected by this proposal.


DESCRIPTION

This proposal would authorize the state to enter into, according to law,
leases for real property for periods of up to five years. Currently, lease
obligations must end at the end of each fiscal year.

This legislation is not federally mandated, would not duplicate any other
program, would not require additional capital improvements or rental space,
and would not affect total state revenue.
