                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Transportation, the Office of
Administration, the Department of Corrections, the Department of Public
Safety - Missouri Highway Patrol, and the Department of Conservation assume
this proposal would not fiscally impact their agencies.

Department of Health (DOH) officials estimate no fiscal impact as a result of
this proposal.  DOH states the department currently receives HIV reports and
can work with the existing resources to implement the reporting forms and
requirements.  DOH further states the change to the quarterly reporting would
be in concert with existing DOH reporting and not necessitate added
resources.  In addition, DOH is currently making the Center for Disease
Control guidelines available to health care providers.

Oversight states that DOH, in an earlier response, estimated that no more
than a ten percent increase in HIV testing by the State Health Laboratory for
public health providers would result from this proposal costing $6,705
annually.

Officials from the Department of Social Services and the Missouri
Consolidated Health Care Plan did not respond to our fiscal impact request.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of
this proposal.


DESCRIPTION

This proposal would require all health care professionals to provide
information to pregnant women regarding HIV infections and encourage these
women to be tested for the HIV virus.  This proposal would not mandate that
woman be tested.  The test would be voluntary.  The proposal lists the
information that the health care providers would give their clients, types of
counseling which would be provided if a positive test result is received and
states that reports on the number of women seen and the number of women
testing positive for the HIV infection be sent to the Department of Health
for informational purpose.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
