                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Governor's Office, Coordinating Board For Higher
Education, Missouri Western State College, Harris-Stowe State College,
Missouri Southern State College, Central Missouri State University and
University of Missouri  assume the proposal would result in little or no
fiscal impact to them.

Officials from Truman State University assume the estimated fiscal impact
resulting from the proposal would be $5,200 per year to cover operational
costs of the additional board member.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of
this proposal.


DESCRIPTION

The proposal would allow student representatives to attend closed meetings of
the University of Missouri Board of Curators and the Board of Regents of each
educational institution referred to in section 174.020.  The student
representatives would receive reimbursement for actual and necessary
expenses, while attending meetings of the board.

The proposal would require that four persons, one from each University of
Missouri campus, be appointed as faculty member representatives to the
University's Board of Curators.  The proposal would also require faculty
member representatives be appointed to the Board of Regents of each
educational institution referred to in section 174.020, the Board of
Governors of Truman State University and the Board of Curators of Lincoln
University.  They would not have the right to vote on board matters.  The
faculty members would receive the same reimbursement for expenses as other
members of the Board of Curators and Board of Regents.

The proposal would increase the size of the Board of Governors of Truman
State University from ten to eleven members.  The student representative
would not have voting powers.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
