                              FISCAL ANALYSIS

ASSUMPTION

The Joint Committee on Public Employee Retirement (JCPER) has reviewed this
proposal and has determined an actuarial study is not needed under the
provisions of section 105.660, subdivision (5).

Officials of the Local Government Employees Retirement System stated that the
proposal would not affect LAGERS.

Oversight assumes that: 1) income derived due to the proposal would depend
upon actions of ambulance district boards of directors and voters of the
districts, and 2) income derived would be spent on district pension programs.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected due to this
proposal.

DESCRIPTION

This proposal would allow boards of directors of ambulance districts to, with
voter approval, impose property taxes of up to ten cents per one hundred
dollars assessed valuation. Funds from the tax would be used only for
ambulance district pension programs.

This legislation is not federally mandated, would not duplicate any other
program, would not require additional capital improvements or rental space,
and would not affect total state revenue.
