ASSUMPTION

Officials of the Department of Public Safety - Missouri State Highway Patrol
and Missouri State Water Patrol, Missouri Sheriffs' Association, and Missouri
Police Chiefs' Association assume that this proposal would have no fiscal
impact to their agencies.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of
this proposal.


DESCRIPTION

This proposal would authorize any law enforcement official to make a
warrantless arrest on view, at any place within the state, of any person seen
asserting physical force or forcible compulsion that causes or creates a
substantial risk of death or serious physical injury to any person.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
