FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of
this proposal.


DESCRIPTION

This act prohibits property owners, leasing agents, condominium associations,
lessors or other persons from denying occupants from receiving cable service
from any provider granted a franchise in a particular service area.

The property owner would receive just compensation for the installation of
cable television facilities.  Upon receiving a request for access from a
cable television operator, a property owner shall negotiate with the cable
television franchisee in good faith to determine the just compensation in
accordance with factors outlined in this proposal.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.  This proposal would not fiscally impact total state revenues.
