                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Missouri State Highway Patrol (MHP) and Water Patrol (DWS)
assume the proposal would have no fiscal impact on them.

Officials from the Coordinating Board For Higher Education stated they
consulted with the Department of Public Safety but were not able to develop
any type of estimate regarding the number of public safety officers with
eligible dependents who would be immediately involved.  There is also no
reliable measure of on the number of officers who would become disabled in
the future and whether or not their dependents would choose to take advantage
of the program if the program were expanded.

The Oversight Division estimated the fiscal impact based on information from
the Missouri Department of Transportation, Missouri Department of
Conservation, Statistical Abstract of the United States, and Coordinating
Board For Higher Education.  Total "employees" and "public safety officers"
as defined by the bill were estimated at 34,128.  Assuming 10.1% of that
amount would be classified as disabled, with 64% of the disabled being within
the age range to possibly have college student dependents, an annual tuition
amount of $2,904, and one qualifying dependent per disabled employee, total
possible additional grants would be $6,406,456 annually.  Oversight has
ranged the fiscal impact from $0 to the maximum amount estimated
($6,406,456).

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of
this proposal.


DESCRIPTION

The proposal would expand eligibility of postsecondary education grants for
children of public safety officers or employees to include children of public
safety officers or employees permanently and totally disabled in the line of
duty.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
