                              FISCAL ANALYSIS

ASSUMPTION

Officials from the Department of Economic Development (DED)-Professional
Registration (DPR) assume the proposed legislation would result in the
licensure of 100 individuals annually, with a projected annual growth rate of
3%.  DPR based the number of estimated licensees on the figures obtained by
the Missouri Perfusion Society.  The initial registration fee and annual
renewal fee would be set at $200.  The effective date of the legislation is
January 1, 1998, therefore revenues and expenditures for FY 98 reflect only
six months.

It is assumed the Board of Healing Arts could absorb any additional duties,
with the exception of the initial start-up required to operate the Advisory
Commission for Perfusionists.  DPR estimates that one contracted full-time
temporary employee would be necessary for four months to assist in the
initial start-up of the commission and to process applications for the
initial licensing of Perfusionists ($7 per hour x 40 hours per week x 16
weeks = $4,480).

It is assumed the Board would meet four times per year for two days each,
resulting in annual travel expenses (mileage, lodging, meals) of $6,415.

DPR has based postage and printing costs on the actual FY 96 usage for Board
of Hearing Instruments Specialists, a board of similar size and has estimated
costs in FY 98 to be $763, and $579 in subsequent years.  Additional money
would be needed the first year for statute and rule mailings and for first
year start up printing of rules, letterhead and envelopes.  Office and
communication expenses and equipment are based on estimated existing costs
within the Division.

DPR has included costs to investigate complaints and assumes there would be
one complaint and investigation per year.  This would entail costs for an
investigator and professional expert, as well as associated travel costs, and
would be contracted resulting in an annual total of $1,948.

DPR assumes there would be a one time cost to design, program and implement a
computer license system to accommodate perfusionists for a total of $14,400
(240 hours x $60 per hour).

Also, it is assumed the Board would utilize the nationally certified
examination(s) offered by the American Board of Cardiovascular Perfusion.
However, if the Board would elect to develop its own examination, the cost is
estimated to be somewhere between $10,000 and $50,000.

DPR estimates General Revenue transfers to be $483 per year, based on the
overall average of the Division's FY 96 GR transfers.  It is assumed the
Licensed Perfusionists Fund would reimburse the PR Fees Fund for start-up
costs.

Officials from the Office of the Secretary of State (SOS) assume the proposed
legislation would require the printing of additional pages in the Missouri
Register and the Code of State Regulations and have estimated a one-time
publishing and distribution cost of $3,025 for FY 1998.  SOS acknowledges the
actual costs could be rather more or less than the number given.   The impact
in future years is unknown and depends upon the frequency and length of rules
filed, amended or withdrawn.  While this bill alone would not require SOS to
hire additional personnel, SOS assumes the cumulative effect of additional
Register and Code publishing duties may, in the aggregate, necessitate
additional staff.  However, Oversight assumes SOS could increase fees to
cover any additional costs, per Section 536.033, RSMo.

Officials from the Department of Revenue (DOR),Office of the Attorney General
(AGO, Office of the State Treasurer (STO), Office of State Courts
Administrator (CTS), and the  Administrative Hearing Commission (AHC) assume
the proposed legislation would have either minimal or no fiscal impact on
their agencies.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of
this proposal.


DESCRIPTION

The proposed legislation would provide for licensure and regulation of
perfusionists within the State Board of Registration for the Healing Arts.
The Advisory Commission for Perfusionists would be established to advise and
make recommendations to the Board.  The proposal would include minimum
qualifications for licensure, as well as renewal requirements.  The Licensed
Perfusionists Fund would be created for deposit of fees collected on behalf
of licensure of perfusionists.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.

This legislation could affect Total State Revenues.
