ASSUMPTION

The Department of Natural Resources (DNR) assumes the Environmental
Improvement and Energy Resource Authority (EIERA) already has the authority,
under other sections of its enabling legislation, to borrow money and issue
bonds or notes as evidence of such borrowing.  The DNR assumes this proposal
does not change the EIERA's authority or powers and would therefore, have no
fiscal  impact on the department or the EIERA.

No direct fiscal impact to small businesses would be expected as a result of
this proposal.


DESCRIPTION

This act expands the borrowing authority of the Environmental Improvement and
Energy Resource Authority (EIERA), currently limited to energy development,
to cover all of EIERA's statutory purposes.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
