                              FISCAL ANALYSIS

Officials of the Department of Natural Resources estimate that Total State
Revenue would be decreased by approximately $75,000,000, which represents
environmental fees and interest earned on those fees.

Advertisement costs for the proposal would be $3,990 per newspaper column
inch for three publications of the text of the proposal, the introduction,
title, fiscal note summary, and affidavit.  The proposal would be on the
ballot for the November 1998 general election.

No direct fiscal impact to small businesses would be expected as a result of
this proposal.


DESCRIPTION

This proposal would exempt fees imposed by the Department of Natural
Resources and authorized by law from the definition of "total state revenues"
as defined in section 17 of article X of the Missouri Constitution.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space. The proposal would affect total state revenue.
