Officials of the Departments of Revenue, Public Safety - Division of Highway
Safety and the Missouri State Highway Patrol and the Office of Administration
- Missouri Head Injury Advisory Council assumed that this proposal would have
no fiscal impact to their agencies.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of
this proposal.


DESCRIPTION

The proposed legislation would prohibit the operator of a pickup truck from
allowing passengers under the age of eighteen to ride unrestrained in the bed
of the pickup.  Riders would be similarly prohibited with certain exceptions
for both operators and drivers.  Violation of this section would be an
infraction.  This restriction would apply only to state highways and cities.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
