                              FISCAL ANALYSIS

ASSUMPTION

Office of State Courts Administrator officials note that until specific
recommendations concerning the number and placement of circuit and associate
circuit court judges are made, it is not feasible to make estimates of costs
or savings due to this proposal.

Advertisement costs for the proposal would be $1,330 per newspaper column
inch for the text of the proposal, the introduction, title, fiscal note
summary, and affidavit.  The proposal would be on the ballot for the November
1998 general election.

FISCAL IMPACT - Small Businesses

This proposal will not directly affect small businesses.


DESCRIPTION

This proposal would:

1)  remove the "one-county-one-associate-judge" provision from the state
constitution; and,

2)  require the Commission on Judicial Resources (or some other body
designated by law for the purpose) to decide the number of circuit and
associate circuit judges needed in each county and judicial circuit.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
