                              FISCAL ANALYSIS

ASSUMPTION

Officials of the Department of Transportation and the Office of the Attorney
General assume the proposal would have no fiscal impact on their agencies.

The Department of Natural Resources (DNR) assumes the value of the property
in McDonald County is negligible.  DNR also assumes no revenues will be
earned, or expenses incurred, as a result of this proposal to transfer
approximately one-quarter of an acre in McDonald County to adjacent
landowners.

A real estate appraisal of the property located in Jefferson City, completed
March 11, 1997 by Property Research Company, a real estate appraisal firm in
Jefferson City, Missouri, indicated the approximate market value of the
parcel to be conveyed is $1,000.

Oversight assumes the value of the parcel in McDonald County is immaterial in
amount.  Therefore, no fiscal impact to state funds is expected.

FISCAL IMPACT - Small Business

No direct fiscal impact to small businesses would be expected as a result of
this proposal.


DESCRIPTION

This act authorizes the Department of Natural Resources to transfer
one-quarter acre of land in Big Sugar Creek State Park to three private
parties.  The Attorney General shall approve the instrument of conveyance.

The proposal would also authorize the governor to convey a specific tract of
land in Jefferson City, Missouri to the St. Louis Health Care Network.

This legislation is not federally mandated, would not duplicate any other
program and would not require additional capital improvements or rental
space.
