SCS/SJR 14 - This joint resolution, if approved by the voters, would require that any delegation of legislative authority to make rules: (1) contain express reasons for the delegation; (2) provide limitations upon such delegation as appropriate; and (3) set the date upon which any new rules become effective.

The joint resolution would also, if approved, specifically authorize a citizen to petition the General Assembly for redress if an agency adopted a rule that is: 1) unreasonably burdensome; 2) inequitable; 3) beyond the scope of statutory authority; 4) in conflict with state law; or 5) is more restrictive than necessary to carry out the purpose of the statute. The General Assembly may, upon a finding that such rule violates one of the above provisions, annul such rule by concurrent resolution without presentation to the Governor.
