HCS/SS/SB 466 - This act authorizes the creation of a St. Louis Regional Sports Complex Authority, to consist of seven commissioners appointed by the Governor. There will be two commissioners each from St. Louis City and St. Louis County and one commissioner each from St. Charles, Franklin and Jefferson Counties.

The Authority will study all current major sports leagues, clubs and franchises in the St. Louis. The Authority also must analyze the possibilities for future growth and expansion of existing and new major sports leagues, clubs or franchises in St. Louis City and the surrounding areas.

The Authority is required to make an annual report to the Governor, the President Pro Tem of the Senate, the Speaker of the House and the Director of the Department of Economic Development. The report shall set out the Authority's findings and recommendations.

No public revenue can be used to fund the building, maintenance or rehabilitation of any sports stadium covered by sections 67.597, 67.598 and 67.599 of this act unless such expenditure is approved by voters of the political subdivision which includes the state of Missouri.

The HCS/SS/SB 466 also increases the membership of the County Sports Complex Authority under section 64.930, RSMo, from five to seven commissioners. The new commissioners shall be:

(1) The Mayor of Kansas City or the Mayor's designee who must be an elected member of the Kansas City Council; and

(2) The County Executive of the Jackson County Legislature or the Executive's designee who must be an elected member of the Jackson County Legislature.

Finally the substitute will create the Kansas City Regional Sports Authority. This Authority shall be separate from the County Sports Authority authorized under section 64.930, RSMo.

The Authority shall have seven commissioners appointed by the Governor with the advice and consent of the Senate.

The Mayor of Kansas City shall submit two panels of three names each of Kansas City residents. The Governor shall select one person for each panel.

The governing body of Jackson County shall submit two panels of three names each from Jackson County residents. The Governor shall select one person from each panel.

The governing bodies of Cass, Clay and Platte Counties shall each submit a panel of three names from each county. The governor shall submit one person from each panel.

The commissioners shall serve six year terms after the first appointed commissioners serve staggered terms.
